Lotto.com has appointed a new Chief Operations Officer (COO) to guide the lottery courier company through a changing regulatory and market landscape for its industry.
The New Jersey company has appointed Ruxandra Tereanu as COO, alongside Amanda Coyle as Vice President of Human Resources.
Tereanu has been working in the gambling sector for some time, having worked at global giant Flutter Entertainment since 2020, when she became the Chair of its operations in Cluj-Napoca in her native Romania.
“Lottery is the last major gaming category moving online, and the opportunity ahead is enormous,” said Tereanu.
Prior to taking on a senior role at Flutter, she worked at two of the firm’s brands – global betting exchange Betfair and UK-and-Ireland-focused omnichannel sportsbook Paddy Power.
Her tenure with Paddy Power coincided with the merger with Betfair in 2016, a move which laid the foundations for the creation of Flutter Entertainment.
She was most recently Vice President of Business Operations at FanDuel, Flutter’s US asset and by far its most valuable brand according to successive financial reports.
Tereanu will now work to apply her extensive background in iGaming to the lottery sector.

Changing times for lottery couriers
Tereanu’s remit as COO will include oversight of operational strategy and execution across Lotto.com.
Both Tereanu and Coyle’s appointments have been cited by Lotto.com as an example of continued investment in its leadership and operational capabilities.
The firm has earmarked these investments as to support its long-term growth and mission.

The hires come amid, as Tereanu noted, the increasing digitalisation of the lottery space, with more and more US state lotteries introducing online platforms to sit alongside their historic retail ones.
Lotto.com has expressed confidence that its courier model – providing a digital means for customers to purchase physical tickets – will coexist with the lottery ecosystem even as it continues to digitise.
The courier sector is also undergoing regulatory change, however. As it stands only two states have a regulatory regime for couriers, New York and New Jersey, but states like Arizona and Colorado are looking to set up their own frameworks.
