United Lotteries for Integrity in Sports (ULIS) has entered a new leadership phase with the election of Jean-Luc Moner-Banet as President and the appointment of a refreshed Executive Committee at its General Meeting in Bern, Switzerland. The transition marks a continuation of the organization’s work to protect global sport from manipulation and illegal betting.
Career spanning three decades
Moner-Banet has spent more than 30 years in the lottery and gaming industry. He joined Switzerland’s Loterie Romande in 1998, becoming Deputy Director General three years later and rising to CEO in 2007, a role he continues to hold. Earlier in his career, he spent a decade working with suppliers in the gaming sector, giving him both operational and industry-wide experience.
Beyond Switzerland, Moner-Banet has held influential international roles. He served as President of the World Lottery Association (WLA) from 2012 to 2018, where he helped advance global standards on governance and transparency.
Since 2009, he has been active within European Lotteries (EL), most recently as Supervisory Chair of its Sport & Sport Integrity Working Group. In 2019, he was appointed Chair of the WLA Betting Integrity on Sports & Horse Racing Committee, which was set up to coordinate the fight against match-fixing and illegal betting practices.
From ELMS to ULIS
Moner-Banet was also one of the architects of the European Lottery Monitoring System (ELMS), a collaborative platform created to track suspicious betting activity. ELMS later developed into the Global Lottery Monitoring System (GLMS), extending monitoring worldwide. In 2022, GLMS rebranded as ULIS, reflecting its expanded mission of bringing state-authorized lotteries together to safeguard sport integrity on a global scale.

As President, I am committed to driving forward new partnerships, innovative initiatives, and ensuring that ULIS continues to set the global standard for integrity in sports. This is an opportunity to strengthen the lotteries’ collective impact on our industry, and I am ready to make it happen.”
