São Paulo names 12 companies to move forward with the creation of a state lottery

After receiving proposals from interested parties, 12 companies were authorized by the Working Group of the Board of Directors of the Privatization Program of São Paulo to carry out studies to launch a local lottery.

After receiving proposals from interested parties, 12 companies were authorized by the Working Group of the Board of Directors of the Privatization Program of São Paulo to carry out studies to launch a local lottery.

The studies will look into the economic and structural viability of the lottery, and the companies will need to present surveys, research, data, technical information, projects and opinions for the implementation and operation of the services of São Paulo’s industry.

Some of the authorized companies are Intralot do Brasil, LOTESP Consortium, SP Lotto Consortium, BRLOT (Loterías Brasil), Consórcio IGT e Scientific Games and Lotería Hebara Distribuidora de Produtos.

Participants whose applications were approved will receive the authorization terms to promote the studies after the official publication of the notice.

Additionally, they will have 50 days to present the studies and required information, as the deadline has been set for October 18, 2021, at 11:59 pm, according to BNL Data.

Once the companies move forward with the initial stages of the presentation, the Board of Directors of the state privatization program (CDPED) will discuss which model will be approved and will define the reimbursements that the future concessionaire will need to pay.

As they explained, the original proposal contemplates “the concession of lottery services in the state of São Paulo, including the creation, distribution and commercialization of lottery products, in addition to the execution of advertising campaigns.” In regards to online gambling, the selectee will need to provide a platform and guarantee a complete gambling offering.

Arthur Abdallah Mundim, technical advisor of the Undersecretariat of Alliances, also clarified that it’s not up to the states to create lottery modalities besides the ones contemplated and standardized in the Law No. 13,756 / 2018. Thus, he said that the possible products will include numerical forecasts, federal lottery, sports prediction, instant lottery and fixed odds (sports betting).
