New DC Lottery partner for Bally’s Intralot after 2025 fiasco

Bally’s Intralot has inked a new partnership with project management firm Dynamic Concepts Inc for the operations of the District of Columbia (DC) Lottery.

Dynamic Concepts will act as a subcontractor under a Certified Business Enterprise (CBE) framework, pending regulatory approval. As such, the company will help Bally’s Intralot maintain a high level of transparency and compliance with its regulated public contract in place for the DC Lottery.

Having managed the lottery for over 15 years, Bally’s Intralot has generated more than $200m for DC since 2019 alone. The merger between Bally’s and the Greek Intralot in late 2025 has led to a significant internal transformation and re-evaluation of the combined entity’s US-wide contracts, of which the new partnership with Dynamic Concepts is part of.

It is understood that Dynamic Concepts replaces Veterans Service Corporation (VSC). This follows a major controversy in 2025, when VSC together with Intralot agreed to pay a combined $6.5m settlement to the District of Columbia’s Office of the Attorney General after allegations of fraud emerged.
