The Loteria do Estado do Rio de Janeiro (LOTERJ) has been evaluating whether to roll out video lottery terminals (VLT) across its operations, as reported by SBC Noticias – BR.
The proof of concept marks a continuation of the growing popularity of the technology, especially among state lottery operators throughout both North and South America. Clube do Bet, a betting and gaming operator licensed by the LOTERJ, provided the VLT equipment.
According to the LOTERJ, the lottery has been carrying out an experimental implementation of VLTs focusing on technical, operational and security requirements relating to the equipment.
Financial analysis is another objective of the experiment, with the LOTERJ aiming to better analyse the financial flow of lottery purchase and bets via the terminals. The company stated that it wants to prevent financial crimes via this increased monitoring.
For a similar reason, the experiment will also include biometrics to ensure identification of users and blocking of underage users. This has been done with the goal of ensuring compliance with age certification requirements.
All transactions will be carried out via PIX, the Central Bank of Brazil’s instant payment system. The system is the mandatory payment for gaming transactions in Brazil since the launch of the regulated market, known as ‘Bets’, in January 2025.
Lotteries remain important stakeholders in the Brazilian gaming space despite the rapid emergence of the country’s regulated betting and gaming market under the Bets framework, which has seen hundreds of local and international bookmakers set up shop in the country.
The lottery ecosystem involves both state and federal lotteries, but increasingly municipal lotteries have been playing a role and various municipalities have set up their own local lotteries – though this has not occurred without controversy.
