Netherlands Loterij one of 10 operators given licenses under KOA regime

Kansspelautoriteit (KSA) has announced the names of gambling operators to be given licenses to operate online in the Netherlands, with the domestic ToTo Online, the unit of Netherlands Loterij, one of 10 to be named. 

As expected, ToTo Online was given a license under the strict KOA regime alongside fellow domestic pair – the state-owned Holland Casino and the arcade operator FPO Netherlands.

Elsewhere, the Maltese firm NSUS Limited, the operator of GG Poker, has been awarded a license alongside its compatriot PlayNorth Limited, which operates Rocket Casino and PikaKasino.

Bet365 will have a presence in the Dutch market as Hillside Media was awarded a license as well as the Sunderland-based Tombola bingo.

The list of licensees is completed by LiveScore Group, the firm behind VirginBet and BetEnt BV, and the Belgian operator Bingoal BV.

KSA had previously announced that it would grant 29 licenses for the launch of KOA, but Chairman Rene Jansen notified stakeholders that the regulator had always planned to oversee its initial licensing window in a phased approach, evaluating applicants thoroughly.

Jansen disclosed at the Gaming in Holland conference that several operators had withdrawn from the application process due to concerns surrounding the ‘cooling-off’ period under the provisions of the KOA regime, which places customer safety as the priority. 

KSA stated that it will continue to monitor and evaluate applications with a view to awarding more licenses in April 2022.
