Brazil analyses new lottery for its Federal District

The headquarters of the Government of the Federal District of Brazil, the Buruti Palace, has authorised preliminary studies to create a lottery in the jurisdiction, exclusively for Brasilia citizens.

By decision of the Public-Private Partnerships Management Council (PPP), an Expression of Interest Procedure (PMI) was opened to carry out an analysis of the technical, economic-financial and legal model for the bidding process to obtain a state lottery licence.

As reported by BNL Data, the process will be in charge of the Special Projects Secretariat, while the authorisation would be published in the Official Gazette. According to Secretary Roberto Andrade, this opens the possibility for executives to present a proposal to operate lotteries.

Although it’s still in its early stages, the proposal will take shape in the upcoming months, depending on the progress of the process.

Andrade said: “In the PPP Management Council, an analysis is carried out to get the best type of model for the proposal. Thanks to the decision of the Federal Supreme Court, we understood the need to have this type of activity to generate revenue and resources that can be used for social benefits.

“There is a great concern to generate the best possible scenario for the citizens during the pandemic.”

Moreover, Andrade assured that they will be in charge of evaluating if the PP is implemented to attract partners, or if it’s better to send a bill to the Legislature.

“In both cases, the State will have a strong supervision during this process,” he said.

While modalities are yet to be considered, Andrade assured that the decision ‘will be made after the opening of the PMI,’ and that ‘all entities can send their contributions.’
