AML risks lead to NOK 1m trouble for Norsk Tipping

Norwegian regulator Lottstift has followed through on its warning to fine state operator Norsk Tipping with NOK 1m (£73,000) over AML deficiencies.

Back in December, the gambling authority announced that it is considering issuing the fine after a regulatory audit into Norsk Tipping’s operations found five AML shortcomings.

“Norsk Tipping has not had good enough systems to ensure compliance with certain provisions in the Money Laundering Act,” Lottstift then commented.

With the fine now officially being issued, the regulator added it relates more to system errors rather than money laundering, which has not been detected at all.

Tatyana Søreide Klepaker, lawyer at Lottstift, said: “They have not known enough about who the customers are and where the funds they play with came from. They need to know this in order to detect money laundering.”

The violations refer to a period before 2024, with the regulator clarifying that Norsk Tipping lacked sufficient compliance routines to correctly align with the country’s Money Laundering Act. 

Norsk Tipping failed to implement these routines in the transition period where it adapted to new compliance rules in 2025, Lottstift concluded.

“Norsk Tipping still lacks KYC forms for a significant portion of its customer base. This affects the ability to correctly classify customers by risk and implement customized customer measures,” the ruling further stated.

The latest fine adds to a long list of compliance misalignments that the operator has been criticised for over the last 12 months. Lottstift has been monitoring closely, despite continuing that Norsk Tipping is being cooperative when it comes to addressing deficiencies.

Regardless, the growing number of issues puts a question mark over the sustainability of the operator and the monopoly it currently enjoys over gambling in Norway.
