Starting February 1, Norsk Tipping will lower the maximum monthly loss limits for players aged 20 to 24. The change aims to better protect young adults from gambling problems.
In 2023, the company reduced the monthly loss limit for players aged 18 to 20 to NOK 2,000. Now, they’re extending similar measures to older young adults. Here’s how the new limits look:

Norway’s gambling market already has some of the best protections in the world, but we can do more,” said Bjørn Helge Hoffmann, Head of Responsible Gaming at Norsk Tipping. “Data shows we need to better protect young adults. Research from the University of Bergen and the Norwegian Helpline for Gambling Addicts confirms that young adults are more vulnerable to gambling problems.”

Research from Norsk Tipping reveals that one in five men aged 18 to 25 are at risk of gambling issues. With rising living costs, young people—who are often financially vulnerable—face even greater risks when gambling losses pile up.
“Young people are more likely to run into trouble if their losses are too big,” Hoffmann said. “And the increasing number of young people visiting casinos is worrying. That’s why it’s time to lower the loss limits for these vulnerable age groups.”
Hoffmann also emphasized the importance of setting personal limits. “The most effective safety measure is for players to set their own limits before they start gambling. On average, players set a limit of NOK 3,600 per month. For those who can’t manage their gambling, the maximum loss limit acts as a safety net. Lowering this limit will help prevent gambling problems and reduce harm.”
The loss limit for players aged 25 and older remains at NOK 20,000 per month. However, high-risk games like online casinos and slot machines already have stricter limits in place. The move highlights Norsk Tipping’s commitment to protecting players and minimizing gambling-related harm.
