The Bundesländer of Saxony-Anhalt has confirmed the appointment of Anne Poggemann as the first officer of ‘Glücksspielaufsicht’ – Germany’s new gambling supervisory authority.

Last year, the state of Saxony-Anhalt was awarded the rights to house German gambling’s first federal supervisory unit, upholding the licensing duties, market standards and compliance obligations of the Fourth Interstate Treaty (GlüNeuRStv) regime.

The country launched its new re-regulated gambling marketplace on 1 July and all 16 of its federal states chose to observe GlüNeuRStv’s laws. This ended a 12-year process of its states’ deliberating how to regulate their industry and make federal applications.

Poggeman is a member of the ruling party of Germany, the Christian Democratic Union (CDU) party, and will lead Saxony-Anhalt’s agency having previously acted as the State’s Secretary for Sport. She brings further governmental experience to her new role, having served as an executive of Germany’s Financial Conduct Authority.

Backing Poggemann’s appointment, Saxony-Anhalt stated that it had chosen its leading legal expert to serve as Glücksspielaufsicht first officer – acknowledging the high-pressure demands of interpreting and applying GlüNeuRStv laws across Germany’s federal states.

Saxony-Anhalt has been granted a year to develop its Glücksspielaufsicht agency, which aims to take full supervision of the GlüNeuRStv by July 2022.

Poggeman’s remit is to select the supervisory unit’s first executive team, which will lead an agency of 110 employees monitoring industry standards, player safeguards and operator conduct.
