Brazilian state Paraíba launches its own lottery

The Government of the Brazilian state Paraíba has published in the Official Gazette the State Decree No. 41,037, through which it regulates the Lotería del Estado de Paraíba (LOTEP). This lottery, which comes after the Federal Supreme Court (STF) decision to lift the lottery monopoly in the country, may be operated by a private company.

Authorities will start the licensing process to award the “Concession Contract” to the company that obtains the highest score.

The winning company will be able to operate a lottery product, several products or be in charge of the whole market, subject to negotiations with the Government.

LOTEP will be in charge of the administration, control and authorizations regarding lottery operations and “similar games”, such as digital and electronic offerings.

Additionally, it will focus on programs and projects aimed at raising awareness around responsible gaming, expanding the market through transparency and promoting the lottery sector.

The new lottery authorities will focus on the licensing process and subsequently on the inspection of the company’s operations, as well as the performance, payments and contributions to the State.

This framework established that, under this new decree, games included in the regulation can range from “traditional or conventional lottery games, instant lottery, online lottery systems and in real time, special lottery, mixed lottery and forecast lottery,” to bets and fixed odds.
