Deputy Vinícius Cirqueira has unveiled a new bill that would allow the Brazilian state of Goiás to have multiple lottery licences. These would be operated ‘directly by the State, through the Ministry of Economy, or by concession or permit subject to a bidding process’.

The legislative piece establishes that licenses may only be granted to companies with local addresses, and they must present a signed contract with a regional sports entity. The association must also be endorsed by the Ministry of Economy before the company can apply for a license.

The first step would be to adopt a simple system before the Government accepts the sports teams. Once the regulation is in place and also contemplates sports betting, it will be changed to a permanent system, valid for one year.

The Official Gazette of the Legislative Assembly of Goiás (ALEGO) published the full text of Bill 741/2020, which sets that the regulation would pave the way for a state lottery, called Lotería del Estado de Goiás (LEG), as BNL Data detailed.

Lotteries are described as ‘any operation authorized by the Government that, through distributing tickets, lists, coupons, vouchers, symbols or similar, forces a draw with cash prizes or other things’.

The proposal also contemplates that 10% of the funds be collected to create a Special Reserve Fund to guarantee the capital of the entity, a 30% to invest in social security projects, a 30% for sports and leisure projects, a 20% for culture and tourism and an extra 10% for public security.

State lotteries in Brazil are developing after the Federal Supreme Court ruled in late September that the Union doesn’t have the exclusivity to operate lottery games in the country. Each Brazilian state now has the opportunity to create and operate lottery games, as long as they comply with federal regulations.
